		<description>Trying to implement integrated IT infrastructure across a corporate entity is one of the tougher jobs to attempt because each agency and even offices without those agencies have developed their own unique way of doing business - with IT equipment. They can and do use different software program for the same functions.. different databases, even using the same database software but configured differently as a toll and as data. Then you have different security configurations, software, firewalls, network protocols, etc.

Trying to put implement a generalized template run into one snafu after another that could not be predicted other than realizing at the onset that building a system like that is a lot like replacing the tires and engine on a car that is traveling down the roads.

The Navy had several cracks at this including the latest called NMCI. Goggle that term to see what fun they&#039;ve had in trying to institute a Navy-wide net-centric system.

if you&#039;d want to try to equate this to other PPTA processes think in terms of Change Orders once the project has been defined and a price agreed to  - and the the change orders start hitting and they are frequently not easy nor cheap solutions to them;</description>
