They can and do use different software program for the same functions.. different databases, even using the same database software but configured differently as a toll and as data. Then you have different security configurations, software, firewalls, network protocols, etc. Trying to put implement a generalized template run into one snafu after another that could not be predicted other than realizing at the onset that building a system like that is a lot like replacing the tires and engine on a car that is traveling down the roads. The Navy had several cracks at this including the latest called NMCI. Have no reliable public transportation for marginal jobs. No desire to invest in public education. I wish you geniuses would quit trying to dismantle our Government. We have to as taxpayers invest in our population and stop with the smoke and mirrors nonsense this essay purports. Let me see. I pay taxes.
