In spite of huge debt, California passed a 7.4 $Billion dollar prison expansion bill a couple of years ago.  &#039;You build it and the tough-on-crime politicians will fill it.  Now, they want to foist inmates on other states rather than fixing the problem they ignored for years.-

Virginia should pay attention to California&#039;s justice and prison systems.  They will want to avoid becoming California, the &quot;state of higher incarceration&quot;.</description>
