'You build it and the tough-on-crime politicians will fill it. Now, they want to foist inmates on other states rather than fixing the problem they ignored for years.- Virginia should pay attention to California's justice and prison systems. They will want to avoid becoming California, the "state of higher incarceration". If Virginia’s incarceration system is broken, fix it rather than kicking the problem down the road to the big business of private prisons.-
