		<description>Great article, Michael.  Virginia&#039;s George Allen seems to have been thinking along the same lines when he created the somewhat autonomous Virginia Economic Development Partnership.  This Authority should operate independently of state government and be able to invest/create revenue streams but it is funded almost entirely from general funds and many of the Commonwealth&#039;s descretionary incentives come from other agencies.  The result being a frustratingly political environment with few long-term strategies able to succeed.</description>
